Ecosystem-Based Management (EBM) tool developers lack consistent, long-term funding. EBM tools are most often developed by academics rather than software professionals, are usually offered at no cost, and are typically unmaintained and underused. The authors call for a fundamental shift by both tool funders and developers in seeking and granting financial support so that high-quality tools can be developed and more widely implemented and sustained.
